It will be recalled that when
this Administration came on board on 29th May, this year, the first
step taken was to take stock of what was on the ground before
inception. This step was meant to aid the establishment of a solid
foundation for a well-focused and purposeful administration.
Thereafter, the various briefings, submissions and painstaking
studying of handing-over notes and committee reports all gave the much
required information and launching pad that helped to establish a
credible baseline.
Furthermore, the attendant directives given
to the various Ministries/Departments during the Ministerial
briefings, in line with the mission and vision of the present
Administration were revisited and deliberated upon extensively. The
submissions which were later collated and vetted have now formed the
contents of this working document.
One of the most enduring legacies of this
document is that it will enable all the stakeholders, including the
members of the public who will come across it, to know where each
Ministry/Department should be at any time within the four-year period.
This has been made possible because all the activities of all
Government Departments have been set out in a graphic and calendarised
manner for the same period. This document will also afford the primary
users the opportunity of monitoring their performances and progressive
project evaluation at each stage. They will also be able to plan
ahead, as the case may be. Most importantly, Government functionaries
as well as interested watchers will be able to point out to those at
the helm of affairs any perceived faltering or inconsistency in
programme implementation.
In summary then, this document will help
this Administration to adhere strictly to our four-point cardinal
principles of being modest in our profile, focused in our vision,
transparent in conduct and efficient in service delivery.
Be that as it may, however good or lofty a
plan may be, if it is not well executed, it will result in mere waste
of time and resources. I, therefore, urge every user of the document,
both high and low, to be actively involved in the implementation. It
is only this that can justify our various efforts at the end of the
day.
This work plan is therefore commended to the
entire people of our Sunshine State.
